The two articles, 207 and 209 of the parliament’s law grant parliamentarians the administrative level of ministers and make them eligible to receive allowances for life regardless of whether they remain in parliament or not, plus other privileges. Despite the domination of the ruling party headed by the President in the parliament, the vote tipped the balance in favor of parliamentarians’ own interest over the requests of the President of the country. Among the few who did not vote in support for the articles was Deputy Speaker Yahya Al-Rai who said he abstained because he thought that based on Saleh’s request, minor adjustments to the articles were possible. In this unique contention between parliamentarians and Saleh, some parliamentarians openly expressed victory in their struggle for their rights, adding that even President Saleh cannot overturn laws that were approved by the parliament for the second time. Apart from personal privileges to parliamentarians, the laws will also grant the parliament more powers in monitoring the government’s performance by allowing the summoning of any ministers or their deputies without the need to refer to the Speaker. Sakhr Al-Wajeeh, one of the outspoken parliamentarians said he welcomed this development, which could set the stage for a more powerful and respected parliament.
